• Former Parti Québécois VP and documentary maker Monique Simard has been appointed the National Film Board's director general of French Program.
• Jed Kahane is now director of news and public affairs at CTV Montreal.
• Jennifer Harkness has stepped down as executive director of the Banff World Television Festival, exiting the organization after three years. She is moving to New York City with her husband Gavin McGarry, a consultant at Joost.com.
• Canwest Broadcasting has named Troy Reeb as SVP of news and current affairs. He will oversee the national slates for Global news and CH news and launch foreign bureaus for Global in London, Beijing, New Delhi and Jerusalem later this year.
• Teletoon has promoted Caroline Soucy to director of its interactive wing, and upped Libby Brewer-Dulac to manager of content and design. Soucy will lead the tooncaster's interactive and web development projects and supervise all aspects of teletoon.com. She will also develop a strategy to support growth, introduce content and build site traffic.
• Lila Karim has left The Harold Greenberg Fund after nine years to be managing director at the ReelWorld Film Festival in Toronto.
• Gerry Frappier is now head of French-language coverage at the CTV-Rogers Media Consortium for the Vancouver 2010 and London 2012 Olympic Games. RDS has named Domenic Vannelli as executive producer of French-language coverage for both sets of Games, though he will continue as RDS' VP of production.
• Deluxe Vancouver has named William Baldwin as VP of sales and Richard Cederlund as VP of operations.
• The Toronto International Film Festival Group board has elected four new members: Bell Mobility and Bell Distribution president Wade Oosterman, Slaight Communications president and CEO Gary Slaight, Creativeshake.com president Dan Tanenbaum and Harbinger Foundation exec director Constance Wansbrough.
