* The Department of Canadian Heritage has hired Amanda Cliff as its director general of the broadcasting and programs branch. Richard Matthews, who served as the acting DG, is now deputy director general.

* CBC VP and CTO Ray Carnovale has been named president of the Toronto-based North American Broadcasters Association. Carnovale replaces Peter Smith, VP of advanced technology at NBC Universal, who is now NABA's VP.

* Noah Segal is now Alliance Atlantis' SVP of home entertainment for the U.S. and Canadian markets. Segal's film producing credits include Ginger Snaps and the upcoming remake of Black Christmas.

* Jim Hamilton is now director of Festival Centre programming, a new position, with the Toronto International Film Festival Group. Hamilton comes from the British Film Institute, where he was head of exhibition.

* Helen du Toit is the new program director of the Film and Television Trade Forum at the Vancouver International Film Festival.

* Chris Gudgeon has been selected to lead CCI Digital - a new arm of Toronto's CCI Entertainment devoted to new media - as its creative director. Gudgeon is the creator/producer of CCI's Ghost Trackers, which currently airs on YTV.

* Thomas Bergeron is the new director of production finance at Toronto production house 9 Story Entertainment, ending nine years at the Ontario Media Development Corporation.

* Producer David Miller (Aruba) has been promoted to director of creative and business development at Toronto pay-TV contender Channel Zero.

* Phil Frappier has been named senior associate at executive recruitment firm Searchlight in Toronto. Frappier has served in various posts at CTV, Universal Studios, and several Canadian ad agencies. Jennifer Gordon has come aboard as senior associate and director of research.

* Jeff Moore is the new president of broadcast tech manufacturer Ross Video in Iroquois, ON, promoted from VP of sales and marketing. Also, Eric Goodmurphy has been hired as marketing product manager for RossGear Terminal Equipment, and Paul Jones is the company's new regional sales manager for South East Asia.

* Jim Anderson is the new VP, client services at Toronto broadcast software manufacturer Specialty Data Systems. Anderson joined SDS in 2001 by way of Power Broadcasting in Montreal.
